Default value not showing on File New Document

I have a really strange issue.  I've added a default value to an attribute on a parent type.  On some (but not all) of the types that inherit from it, the default falue does not show up when we do a file...new document.  It works as expected when doing a file....import.

I've tried flushing the item caches and publishing the data dictonary, as well as as restarting the method server and docbase, but to no avail. Can anyone shed any light on what may be happening here, and give me any hints on what I need to do to get the default value to display properly?
