Check value from a DB table before DD deployment

I was wondering if there is a way to deploy to various tables using the same config file. I am aware that various tables can be defined as different “group” element under “dbschema” but is there a way to actually validate and retrieve the value of one table and use it in the other if such values are not available in DCR? Can the workflow script take care of these validations that whether or not a value exists in one of the child table? I am under impression that the groups within a datadeploy config file are used only to deploy fields contained within the DCR being deployed and that any field outside the scope of that DCR has to be taken care of by workflow.

You could use one of the DD java callout features to populate the table... either the Tuple PreProcesser or External data source. With external datasource you can query the database and pull a value and pass it into the column.
