I would like to ask, is the OpenDeploy BaseServer and Reveiver can still function if I didn't install the Admin Server component???

It Absolutely can, Admin Server is optional
You need to install Admin Server only for doing various things like

viewing/editing deployment configurations
managing users
Viewing logs
Scheduling deployments
Viewing status of deployments etc..

Through a GUI

Personally: I would like to have everything handy and accessible quickly through a GUI rather than digging out files and typing furiously in shell
