In the WYSIWYG mode,please press enter after
header_column="f" and
view the html source.
Please verify if the <table width="100%">
<caption align="left">style="White"<br>
are getting removed.
I observe that p tag is getting inserted before
header_col_alignment="Center"<br>
Can you please check how we can prevent the removal of
formatting(Retaining table and caption tags)?
Also,please let me know how we can avoid the insertion
of p tag on click of an enter in the visual format.

We have upgraded VF to v 4.2 here so I'm not sure if this is available in your version, try it.
To remove the enters when you press <enter> modify the visualformatconfig.xml file.
find the <standard ......> tag and set the attribute shiftenter="true"
true = <enter> adds <br>
false = <enter> adds <p> [default]
You can also avoid the situation by holding down the shift key when pressing <enter>
There are also "extra" <p> tags around the whole block of text by default. To have those automatically removed add continueparagraph="true"
true = no <p> tags around the content
false = yes <p> tags around the content [default]
