Did you customize Webtop? If so, looks like something in the configuration is not valid.

yes i have done some customization in webtop. any pointers to resolve this problem

or any particular file that creates this problem.

Remove all config xml from custom folder and then add them back in one at a time. This way you can isolate which one is causing the problem.

search for all xml files that have content "attachment_folder_populator" or "populator". Review the XML files.
