Some Documentum clients leverage iText as an open source alternative for PDF manipulation including watermarks. Can also be used for apending pages (like electronic signatures). TSG wrapped iText for our OpenOverlay offering.

PSS watermark support for print functions
A PSS stamped watermark uses third-party support to add a watermark to a given PDF file. There are
three types of watermark templates that are supported:
• PDF template
Note: For the PDF template, PSS also supports value populations for three types of Acrobat form
fields: the Text form field, the Image form field, and the DateTime form field.
• Text template
• Image template
The following predefined syntax of Acrobat form fields are supported in the PDF template with PCS:
• PaTr_yyy_SfFx: to populate the value of a given Documentum object attribute
• PlOc__SfFx: to populate the repository location of a given object
• PuSr__SfFx: to populate the user name who requests a watermark / overlay
• PtPn__SfFx: to populate the total page number
In PSS, watermark printing is also supported, and Recipient; Copy Number and Reason can be
displayed as watermarks when print. These newly introduced fields are text form fields.
• PcNo__SfFx: to populate the copy number
• PrCp__SfFx: to populate the recipient user name
• PrEa__SfFx: to populate the reason for printing

Like Kristoffer told us, Documentum D2 offers this feature Out-Of-The-Box with fully configurable options. No need to develop a single line of code.
The name of the module which offers this kind of features is called "C2" (C2 is part of "Documentum D2 PlusPack" bundle) : watermarks, cover pages, headers/footers, security options within PDF files, ...
If you doesn't plan to migrate to Documentum D2 right now (you should ), please notice that C2 can also be used without D2, within you customized application built on Webtop for instance.
