Getting error OCI.dll not found

At the time of starting the Documentum Service Manager for Documentum 6.5 SP1, I am getting the error "The application has failed to start because OCI.dll was not found". What would be the solution for this issue?

    Make sure you logged into windows using Documentum install owner acct.  Other user accts may not have permissions to the files Documentum needs to run.

    I just get ride this problem by setting environment variable "path" to "C:\oracle\product\10.2.0\db_1\BIN".

    where oci.dll file located.
