Is there an easy way to find what form elements have been modified in a DCT?

Two options I can think of:
1) Compare DCR to previous version of the DCR.
2) Set onchange events on all DCR elements, and have them write to a hidden field after a change.

Is there a better way?

Probably more the latter - using FormAPI you can access the oldValue and compare it against getValue for the item. I'm not sure how this will work if you change a given item multiple times in one session (i.e. is oldValue the previous value or the value of the field in the DCR prior to it being edited?)
