Is there any way we can enforce the entry of a Permission Set/ACL in the import dialog box?
Furthermore, can we restrict this to a set of permission sets defined under presets?

Yes, we want the user to choose from a list of acceptable ACLs.
Is it possible to do this just through configuration?
I dont believe so. I think a preset may allow you to define the default value, but it wont restrict ACLs to finite list.

You can customize the permissions component and apply your filtering logic there.
