This seems like a no-brainer, but I'm not seeing the issue.
I have created a new lifecycle. Users have relate access on the lifecycle. They can do all the necessary actions - promote, suspend, resume - but they cannot apply the lifecyle to a document. The error is "User has no write permission on the object, is not the owner of the object, or is not a superuser". Seems pretty clear. The user is in fact not the owner or a superuser, but DOES have write permissions on the DOCUMENT and on the folder. The only thing I can think of is that the reference to "object" means something else.
Any suggestions on what else to check?

I just found these 2 threads that indicate that this is by design. A user cannot apply a lifecycle on a document s/he doesn't own. I'm assuming the feature request is still open.
