workflow teamsite 6.5 and 6.1

Hi All,
We are having a problem with teamsite6.5 when we are trying to submit more number of dcrs. If we submit less number of dcrs the workflow is going through, but if we submit more than 70 the task is not completing with/with out reviewers. Where as in 6.1 we could submit more than 100 dcrs with or without reviewes successfully.
Is there any configuration parameter that we are missing?

Any workflow? or a specific custom workflow?
Do you get to the instantiation form?
Does the first task get activated? (what kind of task is the first task?)
