Error while accessing Inbox/ Starting a workflow

We have Documentum 6.6 developer edition.

We get the following error on clicking the Inbox/while starting the workflow. The work flow is created using Process Builder.

[DM_VEL_INSTANTIATION_ERROR]error: "Cannot instantiate Java class"

and in the trace "Caused by: java.lang.ClassNotFoundException: com.documentum.services.workflow.inbox.Inbox"

Other details:

Java version:6

Workflow.jar is present under C:\Program Files\Documentum\Shared

It is a global repository and entries are fine in dfc.properties file.

dm_bof_registry user is active.

Have you tried clearing the app server cache and restarting app server?

yes we tried cleaning the cache multiple time and restart the machine

Honestly, it doesnt take much resources to install tomcat and deploy your webapp. I have seen a lot of issues with configuration of dev edition that dont exist if you use full products.
