You don't have time field, only date field. This kind of filed used the same logical that other field, so you can define it as mandatory, inactivate, ....

My requirement is to Date and Time fields as read-only, for examle modified date, creation date etc on property page.

Did you try to put you filed in a read only text field ?

Ok, in this case, i think you cannot do anything. You cannot define the format of your date (and time) field !
