Composer 6.7 Structure panel Default Values and Non_qualifiable checkbox

Hi there, If you had a Invoice that could only of come from four states, AZ, CA, OR, WA,  how would you set the default values for this. It seems I can only add one item or one line. Also what does the Non_qualifiable checkbox do? Lastly, does D2 have a default docapp like Webtop does (hope not).

Thanks I can not find it in the manual.
