FormAPI setValue() does not fire event

I was surprised to find that using the setValue() method in formAPI does not fire a "onItemChange" event. Is this expected behavior or a bug?

It is expected behavior. There are many circumstances where one would not want the onItemChange event fired when one does a setValue. If you want the function that the onItemChange calls to be called when you do your setValue, just call it right after. By not having the setValue invoke the onItemChange, it gives you more freedom in your design.
