regarding Visual format

I have a DCT having a text area which calls a visual format as an external editor with inline =f and t. This gives an error as a pop up, once you click on the button/textarea.
The pop up error is as follows :

The XML data failed to load due to the following error.
Error #: -1 The system could not locate the object specified.
Line #: 0 Position : 0
Position in document: 0

Judging from the error, it isn't finding your english locale file.

Does that file actually exist in <iw-home>/httpd/iw/ewebeditpro20/locale0409b.xml? And if so, is it readable by the user the TeamSite webserver runs as?
