How to find if a record is charged in for the first time and is there any work flow associated with

Q1)Is there any way to figure out if record is charged-in for first time in Record Management System(RMS)?

Q2)Can Home Location , next location , current location be used to get this.?

We have a requirement where we will be starting a workflow when record is charged-in for first time into RMS.

Q3) and is there any way we can find that is there any workflow associated with a particular record.we have a table dm_workflow. can this table be useful

to find if the particular record has any workflow associated with it and have an entry in the dm_workflow table as a package .
