I think you need to provide a bit more information.
- Define what you mean by multi-dimensional array / describe the data-structure
- Define what you mean by splicing a multi-dimensional array - before/after examples

There are many modules available for download from CPAN that have something to do with either splicing, arrays, or both - though unclear how many of them deal specifically with multi-dimensional arrays.

However - you might take a look at [the end of] http://search.cpan.org/~nwclark/perl-5.8.7/pod/perllol.pod and see if that helps you any
