JAMES router error

I have a fully functional WorksiteMP development environment deployed, that I am trying to add JAMES to. I believe I've properly set up and configured the JAMES server as per the documentation. However when I try to start JAMES up it does not start up properly. (Five seconds after selecting 'Start' from the service drop-down it reverts to 'Stopped' and stays that way...)
The JAMES log shows no errors at all. It completes startup with the following message:

The CMS log (as well as the PM log) displays only the following error:

Can anyone tell me what this error is or at least what symptom it might be indicative of?

I can't from those log snippets, but have you tried to telnet from each box to port 25 and see what answers?

Try to stop SMTP service.
