Can Samson tool be used with Documentum 7. If yes, kindly suggest how.

Although Samson has not been supported since 4i (or was it EDMS98?) it can still be used until 6.7 (with some limitations / buggy features, but with the old dmcl layer). I haven't tried with 7, but as long as you have a compatible dmcl it should work. However, don't expect any support for it, and maybe consider moving to other leightweight clients (DA, else you can use dqMan, Repoint or others).
It will connect, but it won't list many types and it will give you errors as many new features don't support 5.3 clients.
Besides, there are plenty of alternatives way better than samson (repoint, dqman, etc)
Try a new one like DQL Tester
DQL Tester doesn't support newer features either (at least the one I have doesn't )

Yes (well, repoint can't run dql script OOTB, but there are plugins to do it: )

I tried to use Repoint with DFC 7.0, but it is not working.
Also can spooling be done with Repoint (like Samson) if we use with DFC 6.x

My 2 cents: Qit (http://qtree.be/qit). It's a nice upgrade to RepoInt, allows repo browsing, DQL, API, and is extendable. More such tools are listed here.
