How to add restrictions on folders in Documentum 5.3

I am using Documentum Administrator 5.3. I want to add restrictions on a folder called "Fruits". You can see in the screenshot below that I am able to add "Permissions for Users and Groups" because there is an Add button which allows this. However there is no Add button for "Restrictions for Groups and Individuals". How can I add "Restrictions for Groups and Individuals"?

I am logged in as User SYLAdmin with Privileges - Superuser, Extended Privileges - View Audit, Client Capability - System Administrator.

in latest documentum releases that behavior is controlled by macl_security_disabled attribute in dm_server_config, not sure about 5.3, but if macl_security_disabled attribute is absent in dm_server_config you should activate TCS license.

Thanks for the reply. I don't think the TCS license has been activated but is there a way of checking this? I have tried the DQL query select * from dm_server_config but there is no attribute named macl_security_disabled or anything similar.

Oops, sorry, not dm_server_config but dm_docbase_config.

select * from ... typically does not show all attributes available, try through API Tester: dump,c,docbaseconfig

Thanks, I tried select * from dm_docbase_config and it tells me that macl_security_disabled = 1. The API tester confirms this as well. This must be the reason for my problem, thanks for your help.
