2) Can I call SOAP action with this tool?

MediaBin Deployment Agent is a separate application that consists of a web-based client, a service, and a sql database. The application is used to schedule batch retrievals of assets from MediaBin server and to push those retrieved assets to a destination, via FTP or file system copy. The product does not expose an API. Therefore, you cannot call the app directly from a SOAP client. However, you could develop your own Web Services host that could launch a Deployment Agent schedule. What exactly are you trying to implement?
