Setting an "Initiate WF Page Package Selector Action Flow"

Using xCP v2.1 and Documentum v7.1

I'm trying to create an Initiate WF page for a very simple WF with one package associated with the WF Template. When I create the WF Initiation page, it is properly created and associated with my WF Initiate task. However, when I attempt to save the page, the Problems tab shows the error "Selector Action Flow cannot be blank" (referring to the dropdown for the "Allow selecting object from Repository" picklist).

The issue is that there are no values in this pick list and so I cannot set the value. I have tried adding one of the many out of the box Data Service Interactions to the page, but not appear in the pick list to where I can select it.

I can create a custom action flow for selecting an object, add that, and then it will appear. However, shouldn't there be an out of the box action flow available for this selector? The is one for "Attachments" but there does not appear to be one for "Packages" ...
