usually people give 775, Go and check in submit.cfg for that folder if you are more specific and set according, you will get permissions which you will get after submision.

maybe check the permissions on the parent folder (iwattrib) and set the new permissions corresponding to the parent directory - if any present?

You don't say what code is creating it on the fly.

If it's a presentation template then you can use the File: Smiley Tongue
