No free slots in external process queue

Hi,
Platform: Solaris
TeamSite Version: 6.5
Problem: The workflows get stuck on the first task which is an external task to unlock attached files. We are not using unlock.ipl but a custom perl file which is attached.
The task does not even call the perl file since there are no log messages. Also, the syntax of the perl file is correct and it has permissions to execute.
We checked iwtrace.log and found the following entry:
[Mon Jan 9 07:19:28 2006] No free slots in external process queue. If server not busy, consider restarting TeamSite.
We tried restarting TeamSite but the problem still persists.
Please help us debug this issue and reach a permanent resolution.

Fortunately restarting worked for me, but the issue does seem to be memory related.
Have you looked at the matrix on page 10 of ts.650a.install.unix.pdf?
Perhaps the demand on your server has grown over time?

Demand on the server should not be a problem as only 2 people are working on it.
Restarting TeamSite doesn't work.
Will renaming iwprocessd.arena file and restarting TeamSite then work?
Is there some other solution and what may be the exact root cause?

Hi,
Now, the previously mentioned error is not coming. However, there is a new error in iwtrace.log:
[Tue Jan 10 07:18:02 2006] Error parsing file /opt/iw-home/conf/tsgroups.xml
no element found at line 1^M
What does this mean?

It sounds like someone manually edited the file in question and saved it in such a way that it contains some "garbage". The file needs to be fixed - preferably with a decent text editor that can be counted on to not include formatting, BOM's or ^M's when it saves the file.

use doe2unix command to convert the file.

It's dos2unix not doe2unix - and that will only help if the problem is ^M's. If the problem is anything else - dos2unix will not help.

Migrateduser
UltraEdit32 is a great text editor for this kind of problem, but it's only one of probably dozens (maybe more) of good tools out there.
Environments:
(1,2) TS6.5, TS6.5SP1 on W2K3
(3) Vignette V7 Portal on Solaris 9
