SSI Not working in TS6.1 SP2

I have something hapening here with TeamSite 6.1 SP1 on Winsows 2003 server IIS 6

The pages all preview fine except for the Server Side Include files. We use includes for headers, footers and left navigation menus. They show up fine on the production web server once deployed but do not show in TeamSite preview.

We have:
Allowed SSI under Web Service Extensions
Enabled TeamSite Redirector under the ISAPI filters in IIS
We have tried adding a mapping under the configuration section of the Home Directory Tab
