Does anyone have information as to why 2 Superuser accounts would be displaying different drop down

A superuser can grant all possible Extended Privileges to other superusers but not to himself.
That's the the reason for the different dropdowns. On the first screenshot you are checking the user himself (and you cannot grant yourself with Extended Privileges) while on the the second one you are checking a different user.
Here is an practical example: to grant superuserA with "Config, View and Purge Audit" Extended Privileges you must log in with superuserB and grant superuserA with such Extended Privileges.

Even super users are not allowed to change their own audit privileges, only those of other accounts.
