files being submitted when not checked in workflow

We are wanting to build more error checking into the beginning of our workflows:

1) check if the file is in another workflow
2) check if the file is locked by someone else other than the person submitting the file
3) check if any files are selected at all

What we've been seeing is that if you don't select any files, and there is a modified file in the data folder, the modified file is being submitted even though nothing was selected. We are seeing this when we do

$task->getfiles();

What we've been seeing is that if you don't select any files, and there is a modified file in the data folder, the modified file is being submitted even though nothing was selected. We are seeing this when we do

$task->getfiles();

That is consisitant with behavior of earlier versions of TeamSite - when nothing is selected prior to clicking on the Submit button it is as-if you asked to submit all modified files in the given directory tree (I believe that it will only look for modified files in the current directory and its subdirectories, recursively)

I am mostly worried in the case that person A creates a file but does not want to submit it, and person B creates a file and wants to submit it right away but does a user error(not selecting anything) person A's file would get submitted, which I would think would be something people would not want to happen. Is there a way to see if it was selected or not?

I guess this is why users need to be trained to look at the list of files being submitted.

I don't know of any way to distinguish actually pre-selected vs. automatically pre-selected-because-modified-and-nothing-was-pre-selected. Though it's possible that there may be an option that was added somewhere for just this kind of situation - I just don't recall hearing about it, sorry.
