"Cloning" is normally used in context of "copying" 6.5 instance from one machine/environment to another (e.g PROD to DEV). Going from 6.5 to 7.x is purely an upgrade procedure. Also, you can upgrade from 6.5 SP3 to 7.x directly and not have to upgrade to 6.7 first.
You will need to "clone" 6.5 SP3 to a different OS/machine before you execute the upgrade steps, since 7.1 requires different OS version then 6.5.
