Error with special characters on 6.5

Hi,
We recently upgraded to 6.5 on Solaris 8. We have a script that takes data from external XML and writes it to a DCR. This following piece of code worked fine for handling special characters like & on 5.5.2 version.

                        my $encoding = 'ISO-8859-1';
                        my $ustr = Unicode:tring->new();

                        my $map = Unicode::Map->new( $encoding );
                        if (! $map )
                        {
                                print "Unsupported XML encoding: $encoding";
                                # "Unsupported XML encoding: $encoding");
                        }
                        $ustr->utf16( $map->to_unicode( $myline ) );
                        $myline = $ustr->utf8();

The input to the above code has data with & but when it comes out of this function the data only has & instead of & Because of this the DCRs are not getting opened up properly and throw the error:

Couldn't parse DCR bytes into DOM [unable_to_parse_dcr ]:The entity name must immediately follow the '&' in the entity reference.
