On the main menu, under Quick Links, there is a 'Checked Out Documents' menu item. This displays the documents that I have checked out. How can this be modified to display all documents checked out by all users?

No, this cannot be done on the my worksite checkedout documents list. This list is coming from a personal worklist which others cannot access.

But you might be able to a search query to accomplish this.
