Hi,
Using teamsite you can develop multilingual sites. You do not require anything special to do.
Teamsite support utf-8 format xml which takes care of various language types.

What's your question, exactly? A common way to implement a multilingual site is that an editor in one language create a DCR and, though workflow, send it to an editor in another language to provide a translation of it. This translation can be in the same DCR (probably most common and easiest to implement) or the editor in the 2nd language could attach a new DCR for the other language. Either way, you can produce two documents from this with a presentation template.

In UTF-8 character encoding is done in 4 byte format. Which can support other language charater such as Thai, Chinese etc..
As teamsite created dcr's (xml files) are utf-8 format so it can support any character.
Frankly you don't have to bother about it, it is already done in Teamsite you just have to start create dcr using templates.
