Hi,

I am wondering if it is possible to deploy content using iwodstart to a target with no OD receiver installed. Or is it required for the target to have OD receiver installed? Thanks.

Yes you must have receiver OD to deploy content... If you are trying to deploy content on the same machine then same OD can act as base and receiver.
