I would like to know can we change the imported directory path at runtime while getting asset from MediaBin using ECM connector?

If you use direct import (from the TeamSite "import" menu), the file will be placed in the current directory.

For templating, the presentation template can override the default directory or specify a full file path (perhaps a value that you compute based on other values in the DCR). The perldoc for the iwov_import_mediabin.pm module has examples of using the "import_dir" and "import_file" parameters. The ability to override the path in the PT was added after the initial release, which is why it is not documented in the guide. Any of the recent (after May 2006) TS 6.5 SP2 patches should have this additional feature.

A bit more explanation -

When the "iwov_import_mediabin" calculates the path it added a "/" at the starting the path, which search the asset from root and as I am on windows so either need give full path using C:/etc/etc... or path without the "/" at start. This is the problem I am facing. Its okay if on unix based system as we can define the path from root

From you original question, I thought you wanted to control where the imported files are stored. From your "a bit more explaination" post, it sounds like you want to control the path that is returned by this PT tag. If that is the case, the answer is no, you cannot control the result path. You will always get a "fully qualified, workarea relative, path" from the tag. You can assign the result of the tag to a variable and do whatever transformation you want (I'm not a PT expert, but I think there is a way to do this assignment).

The path that is returned is not intended to be a filesytem path, but rather a URL. It is intended to be used in the HTML

tag as the value for the src attribute. The leading slash represents your website docroot, which is your WORKAREA root when using TeamSite. If you preview a generated file that has the HTML snippet below, the webserver and iwproxy will correctly render the file on windows and solaris.
