I need some help in installing a DBI and DBD:

B2 module on my TS server.
Intention is to connect a DB2-Database out of some iwperl-Scripts.
Environment:
TS 6.5 SP2
MS Windows 2003 SP1
DB2 Runtime Client installed
no internet connection available
no compiler tooles available
For some testing things, I installed an ActiveState Perl on another blank windows machine (no TS server...),
I downloaded the DBI and DBD:

b2 module and installed them with ppm.
This was no problem, even without any installed compilers or available internet connections.
Now I'm trying to find out, what I have to do to get this stuff installed on my TS server.
If I'm wrong, please correct my, but iwperl uses cpan, not ppm for installation issues.
First step is the cpan configuration: cpan requests for an internet server, where it can download some files.
That's not possible in out environment.
Does anybody know how to go into an "offline" mode or something else?
Another problem is the need for some installed compiling tools.
Is there a chance to install these perlmodules without any installed compiling tools on my TS server?
Perhaps there're some completely different suggestions?
