COM object with CLSID {xyz} is either not valid or not registered

I tried to debug my .NET web app through MS Visual C# 2003, the application threw System.Runtime.InteropServices.COMException at the following line:

IManDMS dmsObj = new ManDMSClass();

I appreciate your suggestions to resolve this issue.
