Unfortunately, there's no good way to do this. With the CGI_info directive you can write out HTML above or below the tag table (search the doc for pre_tagtable_html and post_tagtable_html). If you want to embed HTML in the middle, the workaround is to create a non-required item, and set the HTML on it to inlcude whatever it is you want, and not include a form element of any kind.
