Is there a setting that turns on client side logging if you are using the cssdk? It uses log4j so I would assume so, but can find any documentation.

Client side logging depends on your client application and its configured logging.

It uses log4j so I would assume so, but can find any documentation.

That depends on your cssdk application. If it is a web application, you have to configure and deploy your logger, e.g. log4j, and use the logger in your code (jsp, servlet).
