can't find a lock for an user that is no longer valid. Contractor moved from one id to another when they went from contractor to full-time. The user can't unlock the lock, but she is the only one that sees the lock. How can this be addressed?

Have you asked a "master" to unlock it? or Have you tried to unlock it from the command line?
