VFE inline AND as callout

Just wondering if it's possible have a VFE item inline AND as a callout, so clients can edit in place or click for a larger popup.

Can anyone tell me whether this is even possible and steer me in the right direction.

I have tried repeating the external-editor-inline attribute in the DCT with "f" and "t", but that generates an error as expected.

I don't think the 'AND' is supported. It's rather OR
