Bulk upload trustees manually

Dear members,
Due to architecture limitation, I can't use the LDAP feature. Instead, I have to manually add trustees. With that being said, is there any way that I can bulk upload trustees manually, i.e. run a cron job with a flat file etc?

Please advice, thank you in advance!

Trustees are created at the Library level through the Library Manager administration tool. I think there is no other way of creating trustees other than this tool. You may contact support if there is any other way supported.
