Visual preview open word document problem

I don't know whether it is a bug.
The story is:
I click the "edit" in the right of the word file in ccstd, then Teamsite launch the MS word automatically, and open the word document. I don't change anything on the file, and close it. Back to teamsite, when I click "next" and "next", it also can be submitted by workflow.
I know if the document has not been updated, the submit action can't be called, it is the function that Teamsite has provided. But in this situation, it is not work.
This is config problem or others? Please help. Thanks !

Server: Win2000 server
Teamsite: 6.5 sp1
