i need to get the author's name for a DCR in a perl file. i have the complete path of that DCR on the server and i'll run the above perl script on the server.

If you want to get name of the author who modified or the owner you can use iwgetattrib clt on the file.

If the author's name is attributed to the file (owner) then the methods described using iwattrib should work.

If the author's name is stored within the DCR as a field of data - then you'll need to parse the DCR to find that information. There have been numerous posts regarding parsing DCRs if that's what you're looking for.
