Another application working with LiveSite application

Is it the case that runtime.war can be the only application that runs on the instance on which it is installed?

I am having another web application which is used to send mails to the enduser. This appliaction is used by one of our livesite pages which submits its form to the LiveSite mail application.

I having a peculiar issue of request/form getting submitted twice when ever the user clicks on submit. Because of this the mail is triggered twice. Is it the case that there is another Livesite-internal servlet which intercepts this request. If thats the case there miht be two requests going to the mail application. One from my form and another from my page and another from the LiveSite internal servlet.

The wierdest part of this issue is that the mail application submits seem to work fine when I install this mail application on a different server instance.

Could you please throw some light on this and provide some guidelines?

I think this was an issue with one of our ports.
