Hide the 'Add Components' and 'Add Templates' links in the LiveSite IDE?

Say we don't want our users to add components or add templates. We just want them to edit what is already there.
Question #1) Is there a way to hide the 'Add Components' and 'Add Templates' links in the LiveSite IDE?
Question #2) Is there a way to show specific components/templates too specific users? If not, would it be possible to implement something with the "UserInterface ToolKit" and the "Custom Groups" feature offered in TeamSite 6.7.1?

Within LiveSite 2.2.1, I believe the Author role is not allowed to add components or templates to a page. This will probably be handled differently in LiveSite 3.0 to take advantage of TeamSite 6.7.1's flexible branch-level permissions.
You can restrict the list of components and templates available to a user by restricting the file-level read access to those components. If a given user does not have read access to a .component file in the component branch, then that component will not appear in the list of components to add to a page. The easiest way to handle this is through group membership -- assign your users to various groups, and then grant/deny read permission to the .component files on a per-group basis.
