bug in w2k sp3

this is something that somebody explained to me, and i just wanna check if anybody heared of it before:
one of our deployment ran 9 hours and it supposed to only take 15 mins, our team didnt notice because the monitoring system only checks if the deployment fails or not. it doesnt check how long it takes, therefore we never got a notice.
the receiver was almost down but it was in hung status, so the sender never noticed that the receiver was down and disabled itself from the load balancer and some other details that i cant remmeber... and the only way to fix it, is by rebooting the receiver. one of my teamates said that this problem: (which is that the receiver is barely down but not enough for the sender to notice) is due to a bug in the w2k sp3 and it is fixed in sp4 and newer versions.

no sorry i dont recall the exact status.
well it happened last week, and that is all i cant remmeber from the discussion i had with them. they are too busy to go back to talk about that.. i was just wondering if that sounded a familiar problem to somebody.
