Problem in displaying special characters in 6.5

Hello,

We are using UTF-8 on our webpages, but the UTF-8 special charac doesn't work properly (char doesn't get displayed) for special characters like the ü,ä .
We are making Xml file from perl .tpl file after reading DCR values . Output Xml file is getting saved in ANSI format rather than UTF-8.

Here are the encodings I'm using:
1. DCT (Templating form):
< ?xml version="1.0" encoding="UTF-8" standalone="no"?>
2. Presentation template:
< ?xml version="1.0" encoding="UTF-8"?>
and:
< META content="text/html; charset=UTF-8" http-equiv="Content-Type">
3. iwpt_encoding.ipl:
return "UTF-8" '; (haven't changed anything else there)
Currently we are using (TeamSite 6.5.2).

We have same scenario in teamsite 5.5 ,and everything is working fine there.
and strange thing is that same output XML file is getting saved in UTF-8 format.

I hope somebody will give some useful advice!

Could not understand why are you creating xml files from dcr's you could have created dcr's as xml files??

Coming to your other point regarding special charaters, have you checked your dcr, is that storing the charaters correctly?
