Workroute Error

Hi,all.
When I upgrade workroute mp4.1 from B4 to B7.following is my step
1,upgrade SQL2000 follow manual
2,reconfig lib mgt follow manual
3,migrate lib from 6.1 to7.1

template designer is available.However,When I use "new process" from web comp ,run a new process,it work correctly until final step.Below is error log .

ERR:Failed to handle event eventType: Action8 historyId: 13596 consumerType: ActivityType consumerId: 13578 reason:

Any suggestion?
