how to share a single DCT in multiple branches?

I am using TS 6.5

I hava a branch called A and many subbranches under A called a1, a2, a3, a4, a5,... All of the subranches under A are using the same DCT. So I put the datacapture.cfg under A branch's templatedata folder and registered the category and data type to templating.cfg. The <locations> and <branch> tags suggests this is supported, however, I couldn't make it work. Has anyone succeeded in doing this?

The way I do it is have the DCT be a couple lines, mostly an iw_include to another location.
