actually i am really new to teamsite . Is it possible that nybody can access the .cfg file and add users who can the access the work areas?

Typically what I do is create a config branch where I put all TS files that need to be modified (files like iw.cfg, templating.cfg, etc). Then I use OpenDeploy to pussh them to iw-home after approval (if required). You can then turn off write access to the files and restrict admin/root access.

TS by default does not allow normal editing of config files. However many developers have admin/root access to change certain files. This allows the developers to change what they need to change and still restrict root acces.
